BAXTER CO MAN CHARGED WITH DRUG RELATED OFFENSES AND WITH HINDERING APPREHENSION

The Sheriff's Office has arrested 64 year old THOMAS EARNEST HARVEY of Baxter County on several charges related to long term drug activity and hindering apprehension at his residence.
On November 3, 2020, officers from the Sheriff's Office and other area agencies conducted a probation home visit on probationer THOMAS HARVEY at his residence at 699 Baxter CR 56. During this visit, officers found drug paraphernalia containing methamphetamine residue. Also, while at this residence, officers saw two other people drive past the residence on a motorcycle. They slowed down, went on past, but then turned around and pulled back into the driveway. An Investigator approached these people with the purpose of identifying them and finding out why they had stopped there. The male verbally provided a name of Mark Swangle and other identifying information to the Investigator, but could not produce any form of identification. There was no match obtained through computerized records for the name and date of birth stated by this man. During this time, THOMAS HARVEY and another woman there stated and confirmed to the Investigator that the man in question actually was who he claimed to be, Mark Swangle, even though no record of him could be found. No other action was taken.
On January 4, 2021, the Mountain Home Police Department arrested JAMES JULSON on multiple outstanding warrants. Upon viewing JULSON'S booking photo, the Sheriff's Investigator from the previous incident recognized the booking photo of JULSON as being the same person who had claimed to be Mark Swangle on 11/03/2020 while at the THOMAS HARVEY residence. It was also learned that HARVEY and JULSON jointly own a vehicle together and have registered it together, so they obviously knew one another very well and HARVEY had lied about JULSON'S identity because of the outstanding warrants JULSON had.
The next day, January 5, 2021, another home visit was paid to the residence of THOMAS HARVEY for the purpose of arresting him on a charge of Hindering Apprehension of JAMES JULSON on warrants from the 11/03/2020 incident. During this home visit, another search was conducted. Officers found multiple articles of drug paraphernalia including numerous syringes, spoons, meth pipes, and other items. HARVEY was arrested and taken into custody. He was then taken to the Baxter County Detention Center where he was booked on various charges.
In the probable cause affidavit submitted to the court, the Sheriff's Investigator articulated ten additional incidents of documented drug activity at the THOMAS HARVEY residence from 1990 through 2019. During most of these prior incidents, drugs and drug paraphernalia were found at the premises, and THOMAS HARVEY was arrested and charged with various offenses.
THOMAS HARVEY is being held in the Detention Center on charges of:
Maintaining A Drug Premise - Felony
Possession of Drug Paraphernalia - Felony
Hindering Apprehension or Prosecution - Misdemeanor
Habitual Offender - Penalty Enhancement
Parole Violation - Felony Hold
HARVEY has a bond of $10,000 on the drug charges, but is being held without bond on the parole hole. He will appear before the Circuit Court to answer on January 14, 2021.
Agencies involved in the arrest and search were the Baxter County Sheriff's Office, Mountain Home Police Department, 14th Judicial District Drug Task Force, and the Arkansas Department of Community Corrections.
