Phillip Roy Wilcoxon |
The Sheriff’s Office is notifying the public that a Sex Offender has been released from the Missouri Department of Corrections and is now residing in Baxter County. The offender, who previously resided in Baxter County, has been designated as Risk Level 2 (moderate risk to re-offend with community notification justified).
NAME: PHILLIP ROY WILCOXON
DATE OF BIRTH: 05/16/1976
HOME ADDRESS: 182 Awesome Lane
Mountain Home, Arkansas 72653
The offender was convicted of Rape (2 counts) on 12/02/1994. These offenses involved the offender engaging in sexual activity with a 13 year old female. The offender was convicted of Failure to Comply with Registration and Reporting Requirements on 02/11/2008. Community notification is justified because of the young age of the victim at the time the crime was committed.
This person is not wanted by law enforcement at this time. This notification is not intended to increase fear; rather it is our belief that an informed public is a safer public. This information cannot be used to threaten, intimidate, or harass Registered Sex Offenders. Citizen abuse will not be tolerated. Such abuse could potentially end law enforcement’s ability to do community notification.
