NORFORK AREA MAN ARRESTED AFTER VEHICLE PURSUIT

     A Norfork area man, 45 year old JOEY RAY HORN, was booked into the Detention Center early this morning, December 18th, on a variety of charges following a complaint call and a vehicle pursuit.

     At approximately 10:30 PM Thursday, the Sheriff’s Office took a complaint call from 19688 Hwy 5 South from persons reporting someone in a strange, unknown vehicle was shining headlamps into their bedroom window.  The residents went outside to investigate and see if assistance was needed.  The driver of the vehicle began to turn around.  While he was doing so, one of the residents walked to the back of the vehicle to obtain a vehicle license plate number.  When the driver observed this, he attempted to run over the person and chased her and another person with his vehicle into the wood line near the home where they were able to hide behind trees. 

     The driver then left the residence going out to the highway heading toward Norfork.  Patrol units were advised of the call and responded to the area.  At approximately 11:09 PM, an Arkansas State Police Trooper spotted the suspect vehicle, a two tone burgundy Ford pickup truck with Missouri license plates, in the Norfork area and attempted to stop it.  The driver refused to stop and fled down the Norfork River Rd toward State Highway 177 South.  The driver turned from Hwy 177 on Jordan Landing Road, then on the Rodney Cutoff Road toward Izard County.  The driver went down several side roads before coming back to Rodney Road and then turned down Phipps Manor Rd., which is a dead-end private drive.  The driver crashed through a fence and continued down the private road.  The driver attempted to drive behind a house, striking a wooden post on the balcony, then finally coming to rest in the wood line behind the house.  The driver was still inside the vehicle when officers approached and was taken into custody at approximately 11:44 PM.  He refused to identify himself.  Two Baxter County deputies assisted in part of the pursuit and in the apprehension.  Authorities in Izard County and Fulton County were notified, as the pursuit was in or nearing their jurisdictions, and also took steps to assist.

     The driver, JOEY RAY HORN, was transported to the Detention Center where he was booked on charges of:

Fleeing – Felony
Aggravated Assault (2 counts) – Felonies
Driving While Intoxicated – Misdemeanor
Possession of Controlled Substance – Felony
Criminal Mischief in the Second Degree – Misdemeanor
Obstructing Governmental Operations – Misdemeanor
No Liability Insurance – Misdemeanor
Driving While License Suspended – Misdemeanor
Disregard Stop Sign – Misdemeanor
Criminal Trespass - Misdemeanor
No Seat Belt – Violation

     Bond on these charges is $25,000, with an appearance set for Circuit Court for January 7th.  JOEY HORN is also being held on outstanding arrest warrants from at least two other jurisdictions.
