      The Sheriff’s Office is notifying the public that a Level 3 Registered Sex Offender (High Risk to re-offend) has moved out of Baxter County and is now residing in the State of California

NEW ADDRESS:    Cottonwood, California

     The offender was convicted on 10/29/1998 of Forcible Rape of a mentally disabled 14 year old female acquaintance. The offender was convicted in California in 1992 of Willful Child Cruelty and Involuntary Manslaughter involving the death of his 4 year old son. The offender violated his parole in California twice in 1996 and again in 2008. The offender moved to Baxter County in 2010. Following his sex offender registration, it was learned that he provided a false address and he was later arrested for Failure to Comply with Sex Offender Registration.

     This person is not wanted by law enforcement at this time. This notification is not intended to increase fear; rather it is our belief that an informed public is a safer public. This information cannot be used to threaten, intimidate, or harass Registered Sex Offenders. Citizen abuse will not be tolerated. Such abuse could potentially end law enforcement’s ability to do community notification.
